Double Glazing Scheme for Birzebbugia Residents

    With the support of the Malta Freeport Corporation and the Regulator for Energy and Water Services, the Government is again launching the double glazing scheme exclusively for Birżebbuġa residents, to mitigate the impact of noises from the Freeport operation.

    Through this scheme, the Government will be refunding 90% of the costs of material and installation, up to a maximum of 2,000 euro, for existing residents who change their apertures to double or triple glazing. Expenses will include VAT.

    This was announced by Environment, Energy and Grand Harbour Regeneration Minister Miriam Dalli and by Economy, Enterprise and Strategic Projects Minister Silvio Schembri.

    This scheme applies for persons living in private and residential properties in Birżebbuġa who wish to retrofit existing apertures by going for double glazing.

    Through the scheme, residents will not only be mitigating noise from Freeport operations, but will also be increasing the sustainability of their property by controlling the indoor temperature.

    Minister Dalli said over 400 families applied for previous schemes to benefit from this assistance, adding that whereas initially, this scheme only applied for a limited number of streets, it has now been updated and is open to the whole locality.

    Dr Dalli explained that this scheme also helps residents to invest in sustainable apertures to better control the temperature of the building, and pointed out that REWS operates other schemes helping residents to invest in sustainable buildings, including assistance for restoration of wells, incentives for reverse osmosis systems in homes, and assistance for installation of photovoltaic panels, among others.

    Minister Silvio Schembri said various projects have been undertaken in recent years, so that whilst the Freeport remains an important commercial port in the Mediterranean, its impact on residents in the surrounding areas is reduced as much as possible.

    Schembri added that investment is also being made in a high voltage shore connection so that ships berthed at the Freeport can turn off their engines and uses cleaner electricity generated on shore, whilst mentioning also that Government has ensured that quay cranes will no longer be used at the Terminal 1 part closest to residences, the use of Terminal 1 for ro-ro operations is reduced during specific periods during the daytime, and no operations of this type are carried out at night.

    Birżebbuġa Local Council Mayor Scott Camilleri said the council is appreciative of the Government’s efforts to continue to tackle the burdens of industry on their locality, adding that this scheme will help residents as Government will be shouldering the financial burdens when one wants to change over to double glazing.

    This scheme, with Malta Freeport Corporation funds as a contribution of Corporate Social Responsibility at a value of 300,000 euro, will be administered by REWS.

    Applications will be received from Monday 27 May and the scheme is open until the end of 2024 or until funds are fully taken up.
